The regional authorities ambition is to join the voivodeship with the group of the most competitive and innovating regions of united Europe. This message caused that in the voivodeship development strategy as a primary objective was assumed, as follows: ‘the growth of the region competitiveness and raising the inhabitants life level with respect for the rules of sustainable development’. That’s why, the activities carried on by the voivodeship authorities focus on the three blocks of issues: technical and social infrastructure, supporting of economic development and human resources development. The most precious region’s value are its people. Priority importance was given to education and constant improving of qualifications. Special care is taken for the region`s rich cultural heritage. We are the leader in Poland in the sphere of the information society building. The key to achieve our objectives is economic development. In 2001, as the first ones in Poland, we had adopted the Regional Innovation Strategy which is systematically implemented. Regional Innovation Centre in Bydgoszcz and the Technology Transfer Centre in Toru_ were established. A system of support for the enterprises was created, in which framework, among others, the Credit Warranty Fund and the Lending Fund were established. We are striving for potential investors. To this purpose, among others, the Investor’s Service Centre operating at the Marshal`s Office is serving. Industrial and technologic parks are created in Toru_ and Bydgoszcz and a number of industrial parks, among others, in Solec Kujawski and _wiecie. Important and traditionally strong branch of the voivodeship’s economy is agriculture, leading in the country scale, and agro-food industry. The Voivodeship Board supports their development by numerous initiatives. One of them is an assistance given to the swine breeders and to the businessmen introducing regional and traditional products to the market. An essential element of strategic activities is the infrastructure extension. Enormous importance we attach to the growth of the region’s communication accessibility. We support the Bydgoszcz Airport enlargement including a cargo terminal. The road network base will be the planned A1 motorway connecting Scandinavia through Gda_sk-Toru_ with the South of Poland and Europe and the expressways: S-10 connecting Szczecin with Warsaw through Bydgoszcz-Toru_, S-15 from Pozna_ through Toru_ to Warmia and Masuria and S-5 from Gda_sk through Bydgoszcz to Pozna_ and Wroc_aw. In further perspective awaits us the regulation of E-70 water-way from Western Europe through the Odra, Bydgoszcz Channel and Vistula to Kaliningrad, Russia. It implies the need to build a dam at the Vistula river near Ciechocinek-Nieszawa. In the 21st century the access to science and information plays a crucial role. We are constructing the regional broadband information network which will make possible a broadband access to the Internet and services rendered in electronic way in the whole voivodeship’s area. It is a biggest undertaking of this kind in Poland. It is a great challenge to transform the Bydgoszcz-Toru_ agglomeration into a metropolitan area of European importance. To this end, we are reinforcing its scientific and research potential. It is also necessary to assure fast communication between the centres of these cities (e.g. fast railway) and to implement quality services. Realisation of adopted undertakings requires a wide social consensus. We attach essential importance to strict co-operation of the self-government, scientific and economic circles. One of the worked up forms of co-operation highly esteemed by our community is the Voivodeship Economic Forum. In order to increase efficiency of this co-operation the Council of Enterprise was constituted, chaired by the Voivodeship Marshal, including the rectors of biggest academies and the chiefs of the economic self-government organizations, local self-government, trade unions, biggest enterprises and chosen social and professional organizations. We are open to every proposal of co-operation. Ourselves, we also want to strive for perfection. We believe in success.
